In a small bowl, combine soy sauce, honey, garlic, ginger, and red pepper flakes. Toss the shrimp in this marinade and let it sit for 15 minutes.
In a large skillet or wok, heat vegetable oil over medium-high heat. Add the marinated shrimp and cook for 2-3 minutes on each side until pink and cooked through. Remove shrimp from the pan and set aside.
In the same pan, add the sliced bell peppers and snap peas. Stir-fry for 2-3 minutes until slightly tender.
Pour in the chicken broth and return the shrimp to the pan. Cook for another 2 minutes, allowing the flavors to meld together.
Sprinkle chopped green onions over the stir-fry and give it a final toss.
